looking at the Vingcard PDF I assume they use some MiFare Ultralight
chip, which should be handled by RFdump. You need to buy an ACG HF Multi
ISO reader: http://acg-id.aaitg.com/index.php?id=98

Then use the VMware image on Windows or the RFdump code directly on
Linux to read and manipulate the card you've got. However we can't give
you a guarantee that it will work, but the ACG reader is usually able to
read/write all ISO14443 and 15693 chips.
